Brief on V-SAT communication for FOIS
V-SAT communication is provided to establish connectivity to the locations where other means of communication like Railway’s own communication links/BSNL channels are not feasible.
Out of 237 phase-I locations over Indian Railways, 35 locations were provided with V-SAT connectivity. The V-SATs were provided by BSNL on rental basis. These are still in use. Recently three more V-SATs have been hired from BSNL for Phase-II locations over Dhanbad Division of ECR.
FOIS Phase-II has 528 approved locations. Out of 528 locations, approximately 200 locations are to be provided connectivity through V-SATs, as neither Railway’s own communication network is available nor BSNL has given feasibility to provide communication channel for these locations.
Railway Board decided to set up a Railway’s own V-SAT Hub for providing V-SAT services for FOIS locations (Decision communicated vide letter No.2000/Tele/MW/1/FOIS/Pr. Dated 21.12.2004).
Vide letter mentioned above, it was also communicated that Hub is to be installed in the vacant space in CRIS premises. The work will be executed by IRPMU.
IRPMU floated the tender for the above work on two packet system and Techno Commercial bids were opened on 24/6/05.
Tender was finalized for providing V-SAT at 200 locations at various places on IR and awarded to Consortium on M/s Hughes Network Systems India Ltd. & M/s Hughes Escorts Communication Ltd. on 27.01.06 with a completion period of one year from date of award.

In the meantime, a decision has been received from Board’s office to locate the V-SAT Hub at Northern Railway’s Microwave Complex at Thompson Road, New Delhi (Decision communicated vide Letter No.2000/Tele/MW/1/FOIS/Pt. Dated 19.04.2005)
A ref. has been made to Railway Board vide DO No.CAO/FOIS/38/VSAT/2001/Ph.II (IRPMU) dt. 31.05.05 addressed to Addl. Member (Telecom) to reconsider the decision and locate the V-SAT HUB at CRIS Complex as per earlier decision. Decision from Board’s office is still awaited.
