Subject: - Installation and commissioning of V-SATs.  

Please find enclosure with the checklist and guidelines for installation and commissioning of V-SATs. This checklist and guidelines (ANNEXURE-I) are indicative and for details kindly go through Contract Agreement for Design, Supply, Installation and Commissioning of Railways own HUB & 220 V-SAT locations over Indian Railways between IRPMU and HECL. The IRPMU is executing organisation for installation and successfully commissioning of V-SATs. Before certifying for commissioning, it must be ensured that supply, installation, testing and commissioning of V-SAT equipments have been done successfully and strictly as per contract agreement. Regarding maintenance of the system, kindly go through the Contract Agreement and Railway Board‘s letter No. 2000/tele /MW/4 /FOIS/Pt dated 20/09/2006 (Annexure-II). Installation and Commissioning Certificate must be signed by representative of vendor, IRPMU and nominated Supervisor/Inspector of S&T and Traffic (Commercial) department. Dy CNM in Zonal Head Quarter and Sr. DSTE in Divisional Head Quarter will be fully responsible for technical aspects and networking of the system where as Dy COM/FOIS in Zonal Head Quarter and Sr DCMs in Divisional Head Quarter will be responsible for operational aspects of application and printing of RR thereof. It is basically Dy CNMs who will be the final authority in respect of declaring/ certifying a location as ready for commissioning in all respects. Until unless he is satisfied that everything has been done as per Contract agreement and found perfectly O.K. for declaring the location commissioned, he will not advise his team to sign the Commissioning certificate of the site. Dy CNMs must ensure the proper pinging and response time before certifying the commissioning of locations.
